Election Notice – Become the voice of users!

As part of the establishment of the CIUSSS West-Central Montreal Establishment Users' Committee (CUE), 10 voting positions, including one reserved for the resident committee representative, are open. The term of office for elected members is four years. The role and functions of the committee are detailed in the  Directive – Establishment Users’ Committees (in French).

Conditions for applying

To be eligible to apply, a person must:

  • have a minimum of experience working in a users' committee or residents' committee (CU/CR) or have carried out user representation activities;
  • demonstrate an interest in promoting the collective rights of users;
  • to have the support of two other users from his region. 

The majority of members of an Establishment User Committee (CUE) must be composed of users. When it is impossible to form such a majority, users may elect any other person of their choice, provided that this person does not work for a facility or the head office of Santé Québec, or does not practice their profession within the facility. However, a person acting as a caregiver for a user or resident may be elected even if they work for Santé Québec or practice their profession within the facility (section 183, Act respecting the governance of the health and social services system [LGSSSS]).

The person wishing to submit their application must be independent: they must not have, directly or indirectly, any relationships or interests, particularly of a financial, commercial, professional or philanthropic nature, that could harm the quality of decisions with regard to the interests of the institution.

In this respect, a person is considered not to be independent if:

  • she is employed by the establishment or practices her profession there on the date of the election (exception article 183, LGSSSS);
  • a member of his immediate family is the president and chief executive officer (CEO), an assopciate president and chief executive officer or a senior manager of the institution;
  • She is considered linked to the establishment, that is to say, it is:
    • the child of a person referred to in the preceding paragraphs,
      • a member of his immediate family living under the same roof,
      • the person with whom a director is associated,
      • any person whom an administrator might be inclined to favour because of their relationship (including a close connection or a business relationship) with her or a third party, her status, her title or otherwise.

All persons united by blood, marriage, civil union, common-law union or adoption are considered to be related.

Role and functions assigned to the CUE

In accordance with the Directive – Establishment Users' Committees and the LGSSSS

The CUE assumes the following 3 responsibilities:

  • representation of the users' committees (CU) and residents' committees (CR) of the establishment;
  • coordination of these committees;
  • harmonization of their practices.

In carrying out the following legal functions, the CUE performs its actions from a general (regional) perspective, taking into account all the various user groups and the missions of the establishment as well as the territory covered by it:

With respect to users or residents (Article 185, Act respecting the governance of the health and social services system [LGSSSS]), the CUE must:

  • inform them of their rights and obligations;
  • to promote the improvement of the quality of their living conditions and to participate in the evaluation of their level of satisfaction with the services obtained from the establishment;
  • to defend their collective rights and interests;
  • at the request of a person, to defend their rights and interests as a user or resident before any competent authority;
  • to accompany and assist, upon request, any user or resident in any procedure they undertake, including when they wish to file a complaint.

In order to fully fulfill its role, the CUE must also:

  • to ensure the proper functioning of each of the CUs and CRs and to ensure that they have the resources necessary to carry out their functions (Article 185,LGSSSS);
  • provide advice to the president and chief executive officer (CEO) on the possible formation of a joint CR for several facilities grouped by the CEO (article 180, paragraph 2,LGSSSS);
  • establish its operating rules (article 185,LGSSSS);
  • submit an annual activity report to the board of directors of the institution (CAE) and to the national users' committee (CNU) (article 186,LGSSSS);
  • establish and maintain communication channels with all CUs and CRs;
  • to work in collaboration with the CNU, the establishment, all CUEs, CUs and CRs and other partners in the health and social services network (RSSS) in the performance of its functions;
  • ensure the representation of the CUs and CRs by welcoming their recommendations;
  • to ensure the coordination of the activities of the CUs and CRs;
  • ensure the harmonization of practices of the CUs and CRs in collaboration with the CNU;
  • apply the recommendations, rules as well as the policies and procedures established by the CNU and the head office of Santé Québec;
  • manage the budget he received from the establishment and validate the allocation of the sums planned for the CUs under his responsibility according to the established budgetary parameters;
  • to keep accounts and retain the supporting documents necessary for the production of its financial report and its annual reporting;
  • establish rules for authorising CUE, CU and CR expenditures, in compliance with eligible authporized expenditures, and validate priorities for budget use;
  • submit annually the list of its priority issues and recommendations for improving the quality of care and services to the CAE and the CNU, including the Vigilance and Quality committee (CVQ) adding the CEO in cc;
  • adhere to the institution's policies regarding civility and harassment prevention;
  • provide for dispute resolution mechanisms such as self-assessment, mediation, conciliation to resolve possible problems within the CUE, CUs and CRs, between these committees or with the institution.

Polling period: between March 2 and 6, 2026 (if a vote is necessary, depending on the number of applications received per seat)
