Regional winter conditions plan: Extreme Cold

Each winter, the City of Montreal, the RSSS and community partners mobilize so that no one has to spend the night outdoors in cold weather. To meet the increased needs during the cold season, various measures are implemented to maintain and coordinate a sufficient supply of emergency shelter. Complementary services are also provided for people who do not use shelter resources.

As frontline professionals, staff in your establishments may be called upon to refer individuals to these services to ensure their safety and access to resources adapted to their needs. To learn more and consult the list of emergency and transitional shelter services for 2025–26, visit the  page dedicated to professionals and partners.
